Did you even read the Article Arlen Willians? It does not call voter fraud it is saying why Romney got zero votes in those areas. There are simply no Republicans living in a lot of the divisions in Philadelphia. And the few that were registered either had moved or voted Obama. Also McCain got 0 votes in 57 Divisions in 2008.
